Looking at low mileage 2004 - opinions??

Hi folks
I am looking at a real clean 2004 f350 2wd with 77,000 miles. The oasis report shows a new wheel bearing and a new egr valve along the line. Supposedly no mods and no other upgrades.

I really like the truck but most folks say "run like he11", but others say a few mods will make it a great truck. I have done lots of reading, and I would do a egr delete right away. Probably the oil cooler next and add a coolant filter...

Am i on the right track with these mods? Or, should I walk. Also, do I need a tuner or programmer after making these mods?
