ICP decreases while running/ warming up, then runs horrible, hard hot start

I assume this is indicative of a seal warming up and leaking more. I tried injecting air in ICP sensor port. I hear air in both valve covers. It seemed worse toward back of driver side with cover off by injectors 6 & 8 and oil standpipe. I pulled the rail and injectors 6&8. seals looks fine but I got new ones to try. The standpipe plug came out fine and those seals on the top part look good but I cant get the bottom standpipe section out by hand. Any ideas/ input?
