loosing power on hills, starving for fuel

my 99 7.3 acts like it is starving for fuel going up hills. it only does it on 1/2 a tank of fuel or less and starts after 15 or so miles into a trip. I can pull over shut it off for a couple of minutes and it will start up and run fine till the next hill. any suggestions to fix this problem would be great.
