1996 F250 keeps blowing Maxi 17 fuse

we have disconnected the fuel bowl heater, replaced glow plug relay, pulled all fuses that are associated with the maxi 17 and attempted to start and it still blows the maxi 17 fuse. Any suggestions on what to try next or what the problem may be?

Also on another note, we will be driving down the highway (long before the fuse issue above) and the battery light would flicker until we accelerated to a higher RPM, it would then go out.
