92 7.3 no crank

1992 7.3 idi no crank
I can turn the engine by hand with the crank bolt
Batteries are new and fully charged.
Clunking noise at the starter.
I bought a new starter, same problem, on clunking noise, no turn over.
Replaced the small wire that runs from the relay to the starter.
If I jump the relay or try to start with ignition switch, it gives same clunking noise.
just for grins, I replaced the relay, (I know, I know)
What should I check for next?
