need help with hot air blowing out of vents when it is cool out side

Guys,

I have an 03 ford excursion with a 7.3. I don't drive it much and the weather has finally started to warm but not hot yet. With that said, I recently noticed when I have temp set on 60 and vent only with no AC that my vents are blowing hot when the truck warms up. I was thinking the air blend actuator or blend door was broke but havn't dropped the dash to remove the actuator and check. I was a little nervous tryin got pry the actuator off and brake something to be honest with ya. I put the truck in the dealer for a fuel filter change and spoke to the service guy about my hot air issue. The AC works fine when it is on and all controls switching between Heat, AC, defrost and vent all work I just get hot air from the vents when it is cool outside and the AC is not on. He said he doubted the air blend actuator or door were bad and said the freon was low and the AC compressor alwys kicks on whether the AC or defrost is selected and could possibly be causing the hot air. He said all new fords since the 90's always kick on the compressor whether the AC or defrost is on. He said for $105 dollars they could do a complete check. He called me back and said the couldn't do a complete check done in time before they closed and said he would only charge me half to check the freon which he said was a little low. I get home and check the low and high side and the low is a little low and add a can of freon. Temp is cold with AC but as soon as I turn the AC off the vents blow hot air out. Does anyone know if the AC compressor really stays on even when the AC or defrost is not selected and if this could cause the hot air blowing out of the vents when the outside ambiant temperature is only 60? I am thinking about dropping the glove box and removing the actuator and seeing if it moves and somehow trying to put a 1/4" socket or screw driver in to see if I can determine if the blend door moves or not but have never done this.
