New GPR, new glow plugs, hot shunt, still white smoke

I decided to replace the 4-5 year old stancor GPR with a new one as I was getting .3 voltage drop between the two terminals. I dissected the old one and there was a fair amount of pitting on the contacts inside. I ohmed passenger side glow plug and all checked ok. Checked driverr side front and found both glow plugs to ohm at 4k and decided to change out all the glow plugs on that side. After pulling them they tested find out of the truck but put new ones in anyway. I glanced at the harnesses and didn't see anything strange. I turned plugs on for 30 seconds and fired up engine with valve cover off. Less smoke and it cleared faster. Put it all back together and went back and turned glow plugs back on and checked on the GPR. Passenger side shunt was normal but touching the drivers side shunt it was hot. Sounds like there is some resistance possibly in the UVCH or wire harness from valve cover to the glow plugs? Never smelled burning wires but I suppose there could be a problem which is causing the plugs not to get hot enough to keep smoke down?
