engine block coolant drains

Hey Guys,
Quick Question:

I just got done doing the injector cups (again), and I'm flushing the coolant system, I have drained the block a few times, now and have noticed that the flow is not the same from both sides. The first time I did it, I pulled the driver's side plug first and let it all drain out while I fought with the passenger side. By the time I finally got the passender side to break loose, the driver's side was done draining. I removed the plug form the passenger side and didn't get a single drop.

The second time, I only pulled the drivers side plug.

The third time, I puled the passenger side plug first, and barely got a trickle at first, and after a minute or so, it grew to a pretty good stream. ( more like random rain after hitting the starter) When the passenger side was all done draining, I pulled the drivers side plug, and got another 1/2 gallon or so.

Is the driver's side plug lower than the passengers side, and if so why do various instructions tell you to remove them both? Or could there be something obstructing my passenger side coolant drain?
