Keeping dust out of the bed (shell/tonneau)

I have a tonneau cover on my 2008 long bed. I've installed a bed seal and covered every hole I can find but can't seem to keep dust and dirt out. Everything in the bed is coated after driving on dirt roads.

Does anyone have any suggestions?
