Valve Covers

I am redoing my valve cover gaskets and doing a little project while I have the covers off. Should the valve cover bolts be torqued down very hard? When I took them out I did about three turns with a socket then used my fingers to finish loosening them. They seemed too loose to me. What is the torque they should be at?
