windshield wipers go non stop

1994 f250 pwrstk. the windshield wipers go off all the time like the switch is set to fast intermittent. i have already replaced the wiper, dimmer, hazard switch assembly. Did not fix the issue! sometimes i can hear what sounds to be like a relay clicking real fast before the wipers go across windshield and back.
