No Start after IPR Rebuild

No Start Issue with truck in sig at 120K. Just put everything back together from an IPR rebuild. (Kim Lux document) I've been trying to start the beast for over 3 hours with no sign of life; not even smoke from the pipe. I have temporarily disconnected the gp's (bat drain and it's warm up here anyway) and the ICP until the motor runs again.

According to my MT2500 the IPR PSI is just under 2500PSI and the IPR Reg is at 36% when I am turning the motor over. I know that you need greater than 100 RPM (I'm getting 170), 1.06mS on fuel PW(I'm getting around 1.7-2.0) and 7.0 PWR(mine is at 10.9 while starting) to make the magic but no joy!. I am also getting 40-50 PSI for fuel (I removed the FPR to gain access to the IPR). There is oil in the HPOP although it has been varying between full to the top and about 1/2" down from the top.

I was very meticulous with reassembling the IPR. I triple checked to make sure the tiny needle was inserted the right way. I understand that it would be a challenge to get it going again but there is nothing; not even a sputter. Any suggestions or moral support to get the beast running again?
