HPOP or IPR Problems? Help.

I don't post here often but do read alot. This time I need some help. Truck is a early 99 6 speed. Slightly modified with exhaust, chip and D66 turbo, stock injectors, 147K.

I have had a pesky oil leak from the HPOP for at least a year. Figured it was time to fix it so I got a complete kit for the HPOP and the fuel bowl. Changed everything out and the leak is gone. Since then the truck has been almost impossible to start when hot (typical IPR symptoms) low power and "sticky tach" at shifts. I pulled the IPR, rebuilt it (bent the dang pin) but got it back together. Truck runs great but does not like to start when hot (but better). Since I messed up the IPR pin I bit the bullet and got a new IPR. Now I have very low power, throttle is very erratic after a shift but idles smooths after a few seconds. ICP sensor is original, haven't touched it and it shows no signs of leaks or failure. If I disconnect the ICP the idle is very rough.

Truck ran fine till I resealed the HPOP. Any ideas? I am going to retry the old IPR this evening. Is it possible I got a bad "new" IPR??
