Glow plug relay on 87 F250

Replaced glow plugs and everything worked find for a week. Now the wait to start flashes then the the solenoid for the glow plug clicks 25 or 30 times but doesn't start. Replaced just the solenoid but still does the same thing. Is it the relay itself?
