6.0 hpo issues?

2004 early 6.0. The engine will start cold with an icp of 580, and I can get the icp to reach over 1700 while at a little over 2000 rpms in the shop. As soon as I start driving, I have no power, and though the ipr is at 84%, the desired pressure up around 1700, I am only seeing about 800 or less. When letting up on the accelerator, the pressure will increase to over 1000, but drop again when trying to accelerate. After a short test run, the engine will not start back, only producing about 300 psi. I let the oil and coolant temps get up to about 180 in the shop before driving. Any chance it's not the hpop? When the condition originally surfaced, I immediately changed all the fuel and oil filters, and used Rotella 15W40 oil. And after some investigating, found the steel ball gone from the hpop. After tapping the port and installing the plug, it ran better, but still get the issue stated above. The only mods to the motor is upgraded injectors that I installed about 2 years ago. In addition, I have a stock ficm, and it is ranging between 47.5 and 48 volts all the time, even when cranking. Don't really want to just start throwing parts at it, as that gets expensive. Any help would be appreciated.
