Got a built '03 6.0 in an excursion and we're having trouble with a flutter at about 3000 RPMs.

A picture of a dyno pull is attached. You can clearly see the blue injection timing line flatten out and then rpms fluctuate and we lose boost pretty quick. This was a 4th gear pull with tow/haul on. The flutter can be felt through pretty much all gears but it gets progressively worse for higher gears. Emailed Eric at innovative and he seems to think its a converter problem but when driving the truck it does not feel like a converter issue. Im going to try to do a few more data logs this weekend but this time monitor converter torque to test his theory but was just wondering if anyone has had or has seen an issue like this before? Any help would be great. Were trying to get it back on the dyno middle of March.
