Transmission Help

Sorry for the high jack, but I am stumped on my 1998 E4OD rebuild. I am getting 65psi at idle at the test port. but it won't rotate the tires unless I rev the motor to 1500 - 2000 rpm. The transfer case is in 2wd. Would the solenoid pack have any effect on this? A local trans shop told me that due to me upgrading the OD pinion to a steel unit, I might need a different input shaft??
