ESOF PVH solenoid question

Having an issue with the ESOF on my '05. I obviously have a leak, but the operation doesn't make sense. Vacuum pump works fine. All I have to do to make the system hold vacuum is disconnect the PVH. Should vacuum pass through the PVH even when in 2WD?

I have access to ALLDATA, but all they give is R&R info- no test plan.

So to sum up- electrical connection to PVH connected- vacuum leak and defrost only

Disconnect PVH electrical connector and HVAC works properly

Thoughts??
