Check Engine - P246C

While driving back from CA to Chicago last weekend, we got caught in the nasty snow storm and going through Missouri was pretty bad, deep snow and very cold. Chekc engiine light came on when we were almost home, turbo guage was dead. We stopped at the next station, everything looked cold, but nothing stood out. Started back up, boost was back, but inconsistent. Arrived home, parked truck in the warm garage, next day start struck, turbo seems fine, but light is still on. Read a P246C code on my scanner. Drove to dealer, on the 5 mile drive the wrench came on and said power is reduced. Dealer said they needed 2 weeks to just look at the truck, seriously? Talked to SM, he said he believed fuel was gelled. Sold me new fuel filters and di-thaw additive. Swapped the filters, added additives as he said, started right up and seems to run great, except for the engine light, reduce power?

any suggestions?
