Block heater. Does this unplug or is it hardwired?

My block heater stopped working. A guy looked at it and said it's hardwired and the cable and heating element would need to be replaced as one unit. Is that right? I was going to check continuity if the cord comes off at the heater end.

Does mind look like the normal factory heater and cable?
