I'm new to the diesel world and new to The Diesel Stop. I bought a 1996 F350 PSD crew cab 4x4 about 6 weeks ago. I bought it because I needed a pickup to work haul with around my house. I started having problems during the first cold snap with real hard starting. I do not drive it every day and make sure I plug in the block heater when I know I'm going to drive it in the next day or so.

I went to start it yesterday and it wouldn't start. There was no white smoke or anything I had it plugged in over night and it only got down to 38 degrees. I checked the fuel filter and there is fuel in the filter case. I went to check my HPOP oil level on the suggestions off of other treads I read and I can't get the allen bolt out. It is like it is welded on there. I even took a cheater bar and it wouldn't break loose.

I'm at a loss as to what to do now - both on why it won't start and how to get that bolt out so I can replace it. Any help would be greatly appreciated.
