E4OD OD circuit connected to lights?

So here's an odd one. I installed a rebuilt 6.9 in my 7.3 with E4OD. I had an auto electric shop redo the harness for me since the 6.9 came out of a manual and it's now in an auto. When I turn the headlights on, the truck appears to drop out of the OD setting, when going at highway speeds, and downshifts, ramps up RPM, all the stuff you'd expect when you toggle off the OD. When driving around town at lower speeds, with headlights on, the shifting seems to be more on queue, more appropriate, slightly aggressive. With OD button on at city speeds, the E4OD seems to be a little delayed. I couldn't seem to get the top end of the FIPL range up tp 4.5 V, I think it stops out at 3.8 or so and then I'm out of IP throttle range. I think that might have something to do with it also, but the headlights should not be related to the FIPL. Maybe I lose voltage when turning the headlights on?
